Hi rod abit of a grey area this one.but those who have full bike licences should be able to enlighten you more.i would suggest if you have a CBT bike training school near you I would contact them they are maybe more up to date with this issue.

My son passed his car test when he was 17 (now 36) and as he was still at college he could not afford a car so he used to take his girlfriend on the back of his moped with no L plates needless to say he was pulled up by plod who asked if he had a full motorcycle licence to which he said no but i have a full car licence that should have been the end of the matter but plod was not giving up and told him that a car licence did not cover him on a moped . Luckily son had checked it out at police station beforehand no one at station knew so they contacted top traffic cop who said he is allowed to ride moped & if stopped to give his name and he would confirm this when he told plod this he went off muttering that he had learnt something new. The law allowing mopeds to be driven on car licences was introduced in the 1970s oil crisis to entice car drivers out of their cars and save fuel

Not really getting to the bottom of this. Obviously a grey area. On the dvla web site you can check iut your licence entitlement. Read all the fine detail. If you can ride a moped (Q) and there are no restriction ref numbers in the adjacent right hand column, you can take a pillion if the moped is designed to take a passenger.

Surely if you can ride a moped without L plates you have a full licence & therefore can carry a passenger if the moped has a dual seat and footrests
